WHISPERING GRASS - PART RIMA


We have just learnt that the Ombudsman knew nothing of the release of the partial file on the stolen Brash emails this week by Howard Broad and his team at Police National Headquarters.

As we predicted, the file was nothing more than blank or blacked pages and press clippings. But here's the kicker - the police released them in that form without consulting the Ombudsman! The words of Guyon Espiner are ringing in our ears, Cover up - whitewash.

There will be more on this saga in the coming weeks.

SPEAKER ASKS - "WHATS UP?"


Looks like Lockwood wants some reassurance as well.

We missed this in the Dom on Saturday :

Speaker Lockwood Smith wants police to brief him on their investigation into the alleged theft of emails from former National leader Don Brash to assure himself that Parliament's computer system was not hacked into.

Dr Smith said Parliament's computer security specialists had a "pretty high level of confidence" that the system had not been accessed, but he wanted to know what police had found.

So it appears The Speaker is keen for some answers.. More voices to the growing chorus for truth.

WHISPERING GRASS

Well apparently, according to the Herald, another chapter of the Don Brash stolen emails will be played out next week. It seems the police, who said the file was closed, then opened it and the ombudsman who says bits cant be released because, well sorry we dont know that because she has deemed that's secret too, are going to show us some of the police file.

We are pretty convinced that all the public will get to see will be lots of blank paper , some radio transcripts and a few press clippings when the police make public some scraps of the file next week.

We are still gobsmacked by this story. So here is a tune for all the spooks, police, watchers and politicians who maybe involved. It stinks guys and the longer you buried the more it will stink.
Now there are many eyes on you. We will watch and we will wait....

THE OMBUDSMAN IS ON THE MONEY

Some public servants playing games with OIA requests

The Office of the Ombudsmen is concerned some parts of the public service have been deliberately delaying responses to Official Information requests.

In the office’s Annual Report to Parliament, Chief Ombudsmen Beverley Wakem says the practice is unacceptable and subverts the purpose of the legislation.

Beverley Wakem says the Office has observed an increasing tendency by a few government departments and Ministerial offices to ignore the provisions of the Official Information Act over the timing of responses to requesters.

“While in some cases this was clearly a misunderstanding of their obligations, there is also a regrettable tendency to game the system and delay responses until the complainants’ interest in the matter had passed,” she says.

The Chief Ombudsmen says because of the concerns, the Office has conducted a series of briefings with public sector Chief Executives and representatives of political parties and published guidance material to help improve understanding and practice in this area.

“We hope to see a considerable improvement in how agencies deal with requests and communicate with requesters and we will monitor this.”

The number of complaints received under the OIA increased by 10 percent over the past year to 897.

Beverley Wakem says more requests under the Act will inevitably lead to more requests for an Ombudsman’s investigation and review in the event of refusal, administrative delay or charge.

The Office also notes an increasing complexity in investigations because of information not being documented in an orderly manner or even recorded in writing at all.

Beverley Wakem says there is an urgent need for agencies to pay closer attention to their statutory obligation under the Public Records Act to keep good records.

She also says the Ombudsmen find it troubling that 25 years after the OIA came into force, many government agencies have still not recognised – and responded appropriately – to the fact that dealing efficiently and effectively with requests made under the legislation requires an ongoing programme of training for staff.

She notes that there has been a considerable turnover in agency staff and a loss of institutional knowledge of agency obligations in responding to Ombudsmen’s enquiries.

“In the absence of any other agency assuming responsibility for improving this situation, the Office of Ombudsmen has developed a training programme and is providing workshops on request to help agencies meet their responsibilities under the OIA and other information legislation.”

The legislation includes the Ombudsmen’s Act and the Local Government Office Information and Meetings Act.

“These Acts are fundamental to good governance and to encouraging citizen participation in the democratic process. Observing their requirements is core business for agencies and compliance should not be as burdensome as some agencies make it for themselves because of their lack of knowledge of the legislation,” says Beverley Wakem.


Poor old govt prawn sasy he had to write an answer for a fairly innocuous OIA request. He gave a good full answer but the Ministerial co-ordinator for the Ministry changed it and edited it back He told government prawn that there was no need to provide full answers. Government prawn was gobsmacked. We have heard of a few more horror stories as well so we are with Kiwiblog on this - name and shame and if any CE's are involved then they should be called to account.

MEDIA SMELL BLOOD - WINSTON AFFAIRS DOMINATES TODAYS MEDIA

Finally the media have got their teeth into this issue. And it doesn't look like they are going to let go. Apart from that weasel Brent Edwards.

Excellent - Its about time they treated this seriously - its corruption at its worst.
and Clark is up to her eyeballs in this as well.

She has always tried to keep the foul stench of Winstons corruption at arms length but the release of these documents by the Ombudsman means she has just been doused in a shower of shit that she is not going to be able to wash off easily.

She knew what Winston was up to and she should have sacked him on the spot but she let him keep his job so she could continue to be PM.

That is just as corrupt and venal as Winston.
