Raytheon Completes GPS OCX SCAMPI Process
July 31, 2008:

Raytheon Co. has completed the integrated baseline review (IBR) and the standard Capability Maturity Model Integration (CMMI) appraisal method for process improvement (SCAMPI-B) for the U.S. Air Force's next-generation GPS Control Segment (OCX).Raytheon is one of two companies, the other being Northrop Grumman, that are under 18-month, Phase A contracts to perform systems engineering and integration; architecture design; communications and network engineering; information assurance and security; modeling and simulation; network management; software development; support, maintenance and implementation; and test and evaluation for OCX. The Air Force plans to choose one company next year to continue the program through development, deployment and sustainment in Phase B.

The government uses SCAMPI appraisals to identify strengths and weaknesses of software, engineering, and management processes and to reveal acquisition development risks for corrective action.

The IBR validated the Raytheon OCX team's earned value management system, established the credibility of the technical, schedule and cost baselines, and developed a mutual understanding of program risks, according to Raytheon.

The SCAMPI-B involved a systematic appraisal of the Raytheon OCX team's processes and the maturity level of the team executing these processes, the company said.Raytheon's OCX team includes members from Boeing, ITT Industries, Jet Propulsion Laboratory, Braxton Technologies, Infinity Systems Engineering, and SRI International. Raytheon achieved the first milestone for the OCX program, satisfying the Air Force's System Requirement Review criteria, in February.

Roarprawns faith in the NZ justice system has been restored - my pick is the shredders, and delete keys will be working overtime - Those involved would not have been expecting that this day would come. They would have thought that all the hush money and the threats would have stopped this from ever getting this far.


While the SFO have said they will turn their attention on those involved on the Glenn and Vela donations, this inquiry will open the door on other issues.

Roarprawn called for justice and an inquiry that could find the truth and that has been answered. That was all that was asked for.

She is well pleased.

Yesterday was an astounding day in NZ politics. As a few friends mused over a bottle of red at the end of the day it was clear we agreed that Rodney had done a fine job in mortally wounding Winston despite the stonewalling of a desperate government .

Then our blackberries chorused in unison with the news that John Key had cut him loose.

It led to more wine drinking - but we are holding off on the champagne until he is done for.

There are still more revelations to play out over the next few days and it will be interesting to see how many of Winstons own party decide to cut him loose. by the end of the week they will wish they had made the call to distance themselves a lot earlier.

Last night TV3 played a tape that TVone couldnt play for " legal reasons" during the scampi inquiry.
It alleges that a Simunovich skipper was ordered to lie to the select committee.

Rodney tried to read out the transcript in parliament but was stonwalled by a desperate Peters.

He is desperate not to have it aired because if it is investigated further and he can be linked to Simunovichs then - well you can work out the rest.

That tape may well have been enough to have turned the tide of the scampi select committee if it had been played a few years back. Alas it wasn't and the lives of many good men where irrivocably changed for the worse.

I have just been watching TV to catch up on how the MSM is covering the Winston corruption saga. Very well it seems - then on TV1 a breathless blonde has a story about some crims who are hard done by - seems that the boys on PD - the buggers who are a but a car jacking from prison are grumpy about gettting pies supplied for their lunch. They want healthy lunches.

I take my lunch to work.. not always ( sometimes I get to eat at Dockside courtesy of my mate His Immenseness) but i do make my wee sammies some days and off to work I go. I pay for them - so why should those hard out hang doggers expect me to pay for their bloody pies or any lunch for that matter..

They should be paying for their own. the only thing they should get is a course in how to make a nutritious lunch.

SFO must investigate

The one thing I worry about is that somehow the people who have proved to be the meisters of political corruption will somehow get to the SFO. What many people dont realise is at the time of the scampi scandal there were threats of violence from some of the players involved.

Friends of mine witnessed some threatening behaviour from some of the players towards me on one occasion that left them shaken. In a way i was glad it happened - it showed how nasty they were.

I have been close to this since the saga first unfolded and was, in part, responsible for the " outing " of Ross Meurant and his subsequent resignation as Winstons bag man.

It wasnt an easy time but my loyalty to a few men whom I believe are the victims of this sorry business remains strong. They are very good men, honest, forthright and they trusted that they would eventually get what they believed was rightly theirs and that those who relied on corruption to engineer a travesty would, one day, get theirs.

What people need to realise is that good men are dead because of what the scandal did to them financially. People have fled the country and others have protection orders against some of the central characters in this saga.

It was all about $130m of prawns and power.

Todays question time in parliament was a disgraceful episode in our history. Yet again Winston Peters has manipulated the house to keep the people of New Zealand from hearing what Rodney believes they need to know. So here it is.

It was simple - Rodney wanted to know how the PM felt about the fact that the SFO has been presented with evidence from a NZ businessman, that he was privy to Winston telling the scampi barons that he would hide the evidence that he had on them that showed they had corrupted the select committiee process, if the scampi barons stumped up $50k.

Simple really - Winston leaned on parliamentary privilege and said the question could not be asked because it relates to a $30m defamation case that Winston has out on some media and some some members of the fishing fraternity.


The speaker buckled. But this story will not go away and for once the journalists will have seen something that is not familiar to them - fear in the eyes of Winston Peters and that should ensure that they will chase this story down once and for all and stop treating winston as some colorful old oncle.


This matter is about Winston and his history of corruption but also about the seafood industry and how its quota system was manipulated to line the purses of just a few.

Im an old journo, and find the blogosphere a fascinating place - I can see what Harvey is trying to do but it offends my sensibilities. The press these days includes all the traditional sources print, radio, the blogs and internet news sites and e-zines etc.

Saying the internet media can not use the names in a high profile trial is a bit like saying the Herald can report the name but the Dom cant cos the Dom gives you more of a story.

It is a vexing question though and I wonder if we end up having to sequester juries away for the duration of a trial - seems to be the only way that these days you can guarantee they wont get tainted by the info that is so easily at our disposal in so many ways.

And what about email and text ?

Hey you could ask your mates via a text to find out about a defendant and in a short time you would have all the answers you want. ( I have used that one before - it works )
So I understand Harvey's reasoning - just think that its bloody impossible and wont actually achieve what he wants… ten points for trying though - tainted juries are becoming a big problem.

Food for thought - How the hell is the jury that sits in judgement on Tony Veitch going to work out whats the go after all the stuff thats available in all forms of media of which blogs and the netnews sites like Scoop are two?

The Dominion Post editorial sums up the moral bankruptcy that political parties are facing with an impending election

That pretty much sums it up.

The trouble is, as the gap between Labour and National decreases, the more their testicles will seek the solace of their kidneys.

Russell Norman, the verdant terrier has shown that years of vegetarianism has kept his teeth in good nick and he is prepared to chomp on the rump of winston.

But in essence, Rodney is a man alone on the hill with Norman perhaps yapping at his heels .

However there are many many people who have had enough of the creeping corruption that is Winston Peters so we can only hope that Rodney et al in the seafood and racing games give the SFO enough ammunition to launch a decent inquiry, so that this time we are rid of the Spot on our political fabric once and for all.

Its good to see that Rodney is back on the case, he has fronted up to the serious fraud office with what he says is " evidence" - his newly found gravitas will make his stand against corruption all the more appealing to the masses.

Maybe Scampi should be on the list of endangered species - we hear that sanfords have only caught just over 40% of their quota with but a few weeks to go... other scampi boats are tied up - because there isnt enough fish. How did this happen? how did the industry/ministry get it so wrong? was it bad science ? was it bad fishing practices ?

This morning in talking about Winston First secret trusts DPF also alluded to Labour’s secret trust and their non-declaration of income and expenditure.
Coincidentally I have been looking into details about this trust and though not complete I will release what I have found so far.

I work with one of the previous esteemed ones - they are on a board i work for - i would have to say that at their ripe old age they are doing more for this country in many many ways than some of the dorks I see being promoted to many of the other orgs i have worked with. leave them alone - public life is not easy and its a bloody pittance - divide the total amount up by all out tax payers and I reckon we are getting our moneys worth...

And i get the odd request for scampi recipes .. in the middle of the scampi scandal i was lucky enough to be given a weekly supply of scampi - it was scampi seconds - which was fantastic as it was done up in 500gm packs of nothing but tail meat - no shells - no heads.

There were two ways we cooked it - one was courtesy of my son who spent a bit of time on the briny. It was simple - dice the meat finely and then cook it as you would whitebait - simple and sublime..

otherwise it was a case of saute a little bit of garlic and some chilli and chuck in the meat and let them chase each other around the plate until they were all friends..

Winston gave me a recipe for snapper heads one night - it involved oven bags, wine lots of herbs. We nicknamed him the marshmallow after that - all brown on the outside and white on the middle -

the biggest blue cod heads you can find - a bloody big white onion - a pinch of mixed herbs and salt and pepper to taste - best bits are the cheeks the tongue throat and or course the eyes they are sublime... go on give it a go!

I eat out a bit - and one thing I get asked a lot is where is the best place to eat?

Well if you want a small but perfectly formed entree you cannot go past the duck pie at Zicos on Courtney Place - the ingredients are few but in perfect balance and the pastry - its not really pastry it cant be because it melts on your tongue leaving a gentle memory of something that is crafted not cooked.

The sad thing is you have to know about the pie. Its not available to everyone - just a few regulars and only on request.

Copitas smoky arancini balls are another delight.. smokey and lush.

and dockside has got a bit average in the food department but nothing surpasses simple food and when the boys are in a good mood they serve whitebait fritters served in minuscule whitebread sammies - just like you get on the west coast.. no frills apart from a sprig of parsley.

Well this is all a bit new


- I've been posting for a while but its time to unleash my limited wit and wisdom on the world. Blogging offers such a great intellectual bonfire on which to burn our vanities


I was a journalist - not a bad one I suppose and I know i still think like one. and thats an interesting point cos som many of todays journos dont think like journalists but many bloggers do so that why I think I am comfortable opining in this ether.


Im in PR - although I hate that term. We do communications good bad simple or sophisticated that is all it really is.


I love politics and I am def right of centre but the National party does piss me off sometime.


I am foodie and a very committed militant carnivore.


Im not all that well connected but I do know the odd person who is .


Anyway what is piqueing my interest is the winston dramas. He is the spot that needs outed.
