As it is illegal for GCSB to monitor the inner workings of your site it is entirely logical that they rely on one of their sister agancies to do the work for them.

How many visits are you getting from Melbourne and how many visits from Arlington and Alexandria Virginia???

... and a brief comment on Bruce's posting regarding the "legalities" of monitoring:

When I worked for Criminal Intelligence we imported the componentry required to build our own monitoring equipment -- long before there was any provision in legislation for such activity -- and then simply burgled the targeted premises to install our bugs

I remember we joked when Muldoon passed law that enabled our "sisters" (the SIS) to perform such functions; the I team worked on viewed such niceties as being the preserve of pussies

The official line, as one might expect, is that our activity was "historical" and that this sort of thing isn't done anymore ... (yea, right!)
