Not so. Cigarette smokers rarely care about child health. After all, they smoke around their own children. However, they DO care about the money in their pocket. This tax will reduce smoking slightly but probably not provide many extra dollars for child health.

Just today, the US senate has voted to further fund child heathcare (SCHIP) by increasing tax on cigarettes.
