Computer World has a good story on the Government Tender process. commonly known as GETS
We have been on both sides of this process so we can catagorically say its a dog. If you are procuring the paper work is phenominal and the time lags created by the process are excessive.
If you are submitting a tender, it is hard to do some investigation on what the organisation really wants except through a laborious Q and A process.
It also favours existing suppliers.
The system is adding costs to the government and costs to the companies who are tendering so we are delighted to find it is being overhauled.

Whetu also has been on both sides of this process. GETS is an even bigger dog if one is in the market for a service, rather than a widget.
